Global Risk Regulation and Information Networks

The dissertation explores the regulation of continuous diffuse and transnational risks (such as cybercrime, infectious diseases, and environmental hazards). It suggests a global regime for risk regulation that is based on the institutional framework of information networks, where transnational actors (governmental and intergovernmental bodies, NGOs, corporations and private individuals) collaborate to develop and harmonize regulatory policies. The dissertation studies the motivation of the various players to cooperate and share risk-related information in the international realm. Further, it examines two possible patterns for risk regulation: regulation from above, based on cooperation within formal networks of governmental, intergovernmental and private bodies; and regulation from below, based on cooperation within open and loose social networks of individuals.
