The Gruber Foundation will award Justice Aharon Barak, the "Peter Gruber Foundation Justice Prize". Justice Barak served as Chief Justice of the Israeli Supreme Court from 1995 until September 7, 2006.  During his distinguished career he also taught law at and served as Dean of the Faculty of Law of the Hebrew University, and has been a Visiting Professor at Harvard Law School.  Justice Barak acted as Attorney General of the State of Israel from 1975 to 1978 when he was appointed to the Supreme Court.   He is the author of several books including, most recently, The Judge in a Democracy.

Rafael Marques de Morais is a journalist, public official, and representative of humanitarian organizations whose career has been marked by conflicts with the government of Angola. Himself a victim of the regime, Marques was imprisoned in 1999 for 40 days without charges. In 2000, the National Association of Black Journalists of the United States presented Marques with the Percy Qoboza Award for Outstanding Courage, and in October 2006 Marques will receive the Civil Courage Prize, awarded annually by the trustees of the Northcote Parkinson Fund.

By March 2003 the Oil-for-Food program had become the largest humanitarian relief operation in U.N. history in an effort to alleviate the threat of starvation in Iraq. Blatant corruption and mismanagement led to the investigation of the entire program. The investigation found extraordinary levels of kickbacks, illegal surcharges and smuggled oil to the benefit of the Iraqi regime. Jeffrey Meyer, Mark Califano and Paul Volcker write extensively on the evidence and lessons learned from the Independent Investigation in their new book Good Intentions Corrupted: The Oil-for-Food Scandal and the Threat to the UN, published in September 2006.
