Howell Jackson

Howell Jackson is the James S. Reid, Jr. Professor of Law. For the past 10 years, he has taken on a variety of assignments on financial regulation for international organizations, such as the World Bank, International Monetary Fund, and UN Development Program. He has written articles related to financial regulation in the European Union as well as a series of comparative pieces assessing the significance of variation in the intensity of financial regulation in a number of different jurisdictions. Before joining the HLS faculty, Howell spent a number of years working on trade and investment in the People's Republic of China. During his last sabbatical, he and his family lived at Cambridge University for the year and he has given lectures on various financial topics in Asia, Europe, the Middle East, and Latin America. A few years ago, Howell also developed an internet-based course on Financial Regulation for students at Peking University in China. At the request of senior EU officials, Howell and Dr. Eilis Ferran of Cambridge University are organizing a series of roundtable discussions to explore areas of jurisdictional conflict between EU and U.S. laws in the area of financial regulation. The first of these roundtables, included academics, regulators and practitioners from both Europe and the United States, was held in the United Kingdom in October 2005. Howell notes that he and U.S. Attorney General Alberto Gonzales (HLS '82) were in the same first year section at Harvard Law School. Howell is on sabattical at Cambridge University for the 2006-2007 academic year.
