- By the summer of 1948, in the wake of post-WW II expansion, the need for a new, more modern military justice system was evident to the military establishment. In response to an inquiry from Senate Armed Services Committee Chairman Chan Gurney, Secretary of Defense James Forrestal formed the Committee on a Uniform Code of Military Justice and appointed HLS Professor Edmund Morgan as Chairman. The new digital collection, Morgan Papers on the Drafting of the Uniform Code of Military Justice, provides a rich source of material on the work of the committee including correspondence, notes, drafts, reports, agendas and hearings.
