two main areas in the directory where relevant files are located. The first is in
the folder "Legal (excluding US)" and the second is in the folder "Area of
Law--by Topic: International Law" Most of the file descriptions below
are taken directly from Lexis.

Treaties & International Agreements
EC Treaties
The TREATY file as provided through the CELEX database, covers treaties establishing the European Communities, treaties amending or supplementing the founding treaties and the accession treaties of new member states. Also included are agreements and other legal acts resulting from external relations maintained by the European Communities and by member states.
EC Treaties in BDIEL
European Community treaties and other agreements are available, from Basic Documents of International Economic Law. Documents include introductions and the text of treaties, agreements and protocols, such as the Treaty of Rome, the Lome Convention, the European Patent Convention, and others.
Case Law
European Court of Justice and European Court of Human Rights Cases
Caselaw from the Court of
Justice of the European Communities in Luxembourg, the Court of First Instance, and the
European Court of Human Rights in Strasbourg, including:
All fulltext decisions of the Court of Justice of the European Communities since the
foundation of the Court in 1954, as reported in the European Court Reports (ECR), the
official English Language reports of the Court. Decisions from the Court of First Instance
from December 1989 are also included.
Transcripts of cases not yet reported in ECR include not only the judgment of the Court
but also the opinion delivered by the Advocate-General.
Community cases reported in European Commercial Cases (ECC) from 1978, and Common Market
Law Reports (CMLR) from 1959.
Decisions from the European Court of Human Rights as reported in the European Human Rights
Reports (EHRR) from 1979, the beginning of the series.
European Court of Justice Cases
Fulltext decisions from the Court of Justice of the European Communities and the Court of First Instance as contained in the CELEX database, a comprehensive and authoritative database of European Union law. A typical decision may contain two documents: (1) the judgment of the Court and (2) the opinion of the Advocate General. Each document has a unique LEXIS Cite that is LEXSEEable, and LEXIS pagination for easy reference.

EC Decisions Relating to Competition
All decisions made since 1972 by the European Commission in applying the fair competition rules under Articles 85 and 86 of the EEC Treaty and the corresponding provisions of the other treaties.

Decisions of the Court of
Justice of the European Communities (La Cour de Justice des Communautés Europénnes) from
the foundation of the Court, December 21, 1954, in French. Decisions include the judgment
of the Court and the opinion of the Advocate-Général.

EC Treaties, Legislation,
Preparatory Documents, National Provisions, Implementing Directives, and Parliamentary
Questions as provided by CELEX --the computerized documentation system on Community law,
which the EC institutions makes available to their officials and the public. Sources
include Series L and C of the Official Journal of the European Communities, SEC and COM
final documents, etc.

EC Legislation
European Communities legislation, a subset of the file called European Communities law, includes:
- Agreements and other acts
resulting from the external relations of the Community or the Member States with
non-member countries and international organizations.
- Secondary legislation, whether
binding or not: regulations, directives, EEC and Euratom decisions, as well as ECSC
legislation; opinions, EEC and Euratom recommendations and resolutions and some
communications, programs, etc.
- Supplementary legislation:
decisions of the Representatives of the governments of the Member States meeting within
the Council, international agreements concluded between the Member States in
implementation of the provisions of the Treaties, etc.
- Merger decisions: A recent addition, this file now offers fulltext merger decisions based on Article 6.1.(a) and 6.1.(b) of Regulation 4064/89 which are not published in the Official Journal. Decisions begin approximately 11/91. (Treaties which establish the Communities, the Single European Act, and the Treaty on European Union (Maastricht) can be found in the CELEX TREATY file and International Legal Materials ILM)

All documents are in French.

National Provisions Implementing Directives
These documents cover all national measures taken by EU Member States in their implementation of Community measures, as provided by the CELEX database. These documents do not provide the text of these measures, but contain publication references to the provisions enacted by each Member State to transpose a directive into national legislation.
Business Guide to EU Initiatives
The Business Guide to EU
Initiatives, prepared by EU Committee of the American Chamber of Commerce in Belgium,
offers a concise overview of pending and recently adopted European Union legislation on a
range of policy issues. Eleven sectors are covered, from competition policy to
transportation. For each initiative, whether it be a legislative proposal, communication,
action plan or program, the Guide provides background information and assesses the
implications for business and industry operating in Europe. Each entry details the content
of the issue and ends with a business perspective written by a professional and expert in
that area.
The EU Committee of the American Chamber of Commerce is the key organization that
represents the views of European companies of American parentage to the European Union.
Its member companies are drawn from a broad cross-section of the European business
community.
Area of Law--by Topic: International Law
The second area in the source directory, "Area of Law--by Topic: International Law", contains many of the same files listed above. These include: EC Decisions Relating to Competition, European Court of Justice and European Court of Human Rights Cases, Business Guide to EU Initiatives, and European Communities Law. Although there are many other files available in this source area, there are a few that are particularly useful.
EC News
This source for European Union (Community) current awareness includes daily press releases (the EU's RAPID service), updates on tender offers (the EU's TED service), and Cooper & Lybrand's legislative summaries and a variety of other news publications.

European Report provides European Community information aimed at helping readers gain a better understanding of the EC and its goals. This newsletter attempts to present a panoramic view of the EC by reporting on the following five major aspects: Legislation, Business, Internal Market, and External relations.
More than twenty major business sectors are included, e.g. banks and finance, electronics, motor vehicles etc
RAPID
RAPID contains the press releases, news items, memos and speeches made available through the EC Commission's Spokesman's Service. Updated daily, RAPID presents same-day access to basic summaries and explanations of important Commission policy proposals and decisions, Commission decisions and statements, background information, notes, addresses to journalists and selected speeches by Members of the Commission.
