William B. Meissner is a partner at Pinheiro Guimarães Advogados in São Paulo Brazil. From 2005-2011 he served as general counsel of Citigroup in Brazil, and prior to that he served in several other in-house positions at Citigroup and Citicorp in Brazil and South America. His publicaitons include “Súmula Vinculante: Um Olhar Comparativo com o Stare Decisis,” in Espaço Jurídico da BM&FBOVESPA, September 12, 2011; and “Habit, Memory and Inconsistencies: Some Considerations on Rendering Legal Opinions on Financial Operations in Brazil”, in Journal of International Banking Law, Vol. V, Issue 3, 1990. Mr. Meissner Received his BA, cum laude, from Yale College, his JD from Stanford Law School, Revalidation of Law Degree from the University of the State of Rio de Janeiro, and was a Fulbright Scholar to Brazil in Economics.
